Women in New Development (WIND) is a division of Bi-County Community Action Programs, Inc. It began as a Demonstration site in 1989 in Beltrami and Cass Counties. Since that time over 160 businesses have been launched, 73 chose employment and are off AFD and 39 businesses hired employees. They plan to expand their program to Hubbard, Clearwater and Polk counties. WIND has entered into a cooperative agreement with FINCA International, Inc., a peer lending organization to facilitate peer lending groups through the counties that WIND serves.

This site is located in rural Minnesota on the White Earth Reservation. They provide one-on-one counseling and the following training seminars: Starting a Business; Customer Service; The Business Plan; Organized Record Keeping; Entrepreneurial Peak Performance; Effective Management; The Marketing Plan; Entrepreneurial Confidence; Preparing for Financing. This site networks with the demonstration sites in Fargo, ND and Bemidji, MN to plan conferences and special programs.

WIND provides technical assistance to new and existing businesses. Delivery of services is provided through one on one counseling, classroom training, an annual regional Women's Business Conference, and through several networking organizations in Beltrami and Hubbard counties. WIND also provides training services to eight additional counties in northwestern Minnesota in collaboration with the Northwest Minnesota Foundation.
